    Cohen-Macaulayness of monomial ideals and symbolic powers of Stanley-Reisner ideals

    We present criteria for the Cohen-Macaulayness of a monomial ideal in terms of its primary decomposition. These criteria allow us to use tools of graph theory and of linear programming to study the Cohen-Macaulayness of monomial ideals which are intersections of prime ideal powers. We can characterize the Cohen-Macaulayness of the second symbolic power or of all symbolic powers of a Stanley-Reisner ideal in terms of the simplicial complex. These characterizations show that the simplicial complex must be very compact if some symbolic power is Cohen-Macaulay. In particular, all symbolic powers are Cohen-Macaulay if and only if the simplicial complex is a matroid complex. We also prove that the Cohen-Macaulayness can pass from a symbolic power to another symbolic powers in different ways.Comment: The published version of this paper contains a gap in the proofs of Theorem 2.5 and Theorem 3.5.     A Model for Detecting Accounting Frauds by using Machine Learning

    This paper aims to develop a machine learning model that enables to predict signs of financial statement frauds by combining the domain knowledge of machine learning and accounting. Inputs of this model is a published dataset of financial statements, and outputs involve the conclusions whether the predicted financial statements indicate the signs of financial statement frauds or not. Currently, XGBoost is recognized as one of the most popular classification methods with fast performance, flexibility, and scalability. However, its default properties are not suitable for fraudulent detecting of imbalanced datasets. To overcome this drawback, this research introduces a new machine learning model based on XGBoost technique, called f(raud)-XGBoost. The proposed model not only inherits XGBoost advantages but also enables it to detect financial statement frauds. We apply the Area Under the Receiver Operating Characteristics Curve and NDCG@k to perform the evaluation process. The experimental results show that the new model performs slightly better than three existing models including logistic regression model that is based on financial ratios, Support-vector-machine model, and RUSBoost mode

    Poverty Targeting and Impact of a Governmental Micro-credit Program in Vietnam

    It is argued that without collateral the poor often face binding borrowing constraints in the formal credit market. This justifies a micro-credit program, which is operated by the Vietnam Bank for Social Policies to provide the poor with preferential credit. This paper examines poverty targeting and impact of the micro-credit program. It is found that the program is not very pro-poor in terms of targeting. Among the participants, the non-poor account for a larger proportion of loans. The non-poor also tend to receive larger amounts of credit compared to the poor. However, the program has positive impact on poverty reduction of the participants.     Electron Mobility in an Unintentionally Doped GaN/AlGaN Surface Quantum Well

    We present a theoretical study the two-dimensional electron gas 2DEG at low temperature in an unintentionally doped GaN/AlGaN surface quantum well, taking adequate account of the roughness-induced scattering mechansms and effect due to sheet polarization charges.  Within model of surface quantum wells 2DEG be described by an extended Fang-Howard wave function, we are able to derive an analytic expression for the self-consistent Hartree potential. Thus, we obtained simple expresion describing the enhancement of the 2DEG screening and unscreened\break potentials for different scattering sources.
